Support for Businesses, Jobs and the Community impacted by COVID-19

South Australian Government has established COVID-19 Tourism and Hospitality Support grant to assist the tourism and hospitality sector in South Australia.

COVID-19 Tourism and Hospitality Support Grant

  1. Eligible businesses in tourism and hospitality sectors that have already received the COVID‑19 Additional Business Support Grant will be paid $3,000 for employing businesses and $1,000 for non-employing businesses automatically. No additional application is required.

Eligibility criteria:

  1. Eligible Businesses in tourism and hospitality sectors with a turnover of greater than $2 million and $5 million may also be eligible for a further grant of $7,000 and $17,000 respectively (taking the total value to $10,000 and $20,000).  There will be a separate application and supporting documents needs to be provided.

Eligibility criteria:

  • Must have received a COVID-19 Additional Business Support Grant (see Eligibility Guidelines);
  • Business must operate in an eligible industry sector as identified in the list of eligible ANZSIC classes;
  • Employ people in South Australia;
  • Have turnover of greater than $2 million and up to $5 million in 2019-20 or 2020-21 to receive an additional $7,000 payment (taking total value of the grant to $10,000) or Have turnover of greater than $5 million in 2019-20 or 2020-21 to receive an additional $17,000 payment (taking total value of grant to $20,000).

Business Hardship Grant

  1. Business Hardship Grant (Non-Employing Business)

A small and medium business that has not been eligible for previous business grant support since July 2021, may be eligible under the COVID-19 Business Hardship Grant, with a once-off $2000 grant for non-employing businesses.

Eligibility criteria:

At the start of the restriction period of 12:01 am Tuesday, 20 July 2021 a business must:

  • Have a valid and active Australian business number (ABN) and were carrying on the operation of a business in South Australia.
  • Be registered for the GST.
  • Not employ people in South Australia.
  • Have a total Australian grouped payroll of less than $10 million in the 2019-20 financial year.
  • Not be engaged in illegal activities.
  • As a consequence of COVID-19 restrictions between 20 July 2021 (beginning of lockdown) and 31 August 2021 (impacted period), have experienced a reduction in turnover of at least 50 per cent for a consecutive two-week period when compared to the same two-week period within the Benchmark Periodin 2019 (note alternative arrangements are available for businesses who do not have a trading history in 2019).
  • Businesses will not be eligible to receive a COVID-19 Business Hardship Grant if they have received support under any of the below grants on and after 20 July 2021:
  • COVID-19 Business Support Grant – July 2021;
  • COVID-19 Additional Business Support Grant;
  • COVID-19 Tourism and Hospitality Grant; or
  • COVID-19 Major Events Support Fund.

No supporting information is required at the time of application, but they will need to retain and show the below documents if asked:

  • Turnover comparison data for the relevant assessment periods;
  • Emails or texts to or from clients or suppliers detailing cancelled orders or appointments;
  • Receipts for refunds provided;
  • Invoices or delivery dockets.

 A small and medium business that has not been eligible for previous business grant support since July 2021, may be eligible under the COVID-19 Business Hardship Grant, with a once-off $6000 grant for employing businesses.

Eligibility

At the start of the restriction period of 12:01 am Tuesday, 20 July 2021 a business must:

  • Have a valid and active Australian business number (ABN) and were carrying on the operation of a business in South Australia.
  • Be registered for the GST.
  • Employ people in South Australia.
  • Have a total Australian grouped payroll of less than $10 million in the 2019-20 financial year.

Benchmark period:

  • For businesses that were actively trading in 2019: 20 July 2019 to 31 August 2019, or
  • For businesses that were not actively trading in 2019: 1 January 2021 to 30 June 2021.

Major Events Support Grant

A Major Events Support Grant is established by the Government of South Australia to support South Australian organisers of major public events scheduled to take place between 12:01 am on 20 July 2021 and 11.59 pm on 10 August 2021 that were cancelled or postponed as a result of COVID-19 related trading restrictions.

Eligible events operators with an expected attendance of more than 1,000 will be provided with a one-off grant of up to $25,000 and a grant of up to $100,000 with an expected attendance of more than 10,000.

Eligibility

  • Have a valid and active ABN (Australian Business Number) and be registered for the GST.
  • Have a total Australian grouped payroll of less than $10 million in the 2019-20 financial year.
  • Employ people in South Australia.
  • Be the organiser/operator of an event that:
    • commenced on or prior to 20 July 2021, and was required to be cancelled/postponed as a result of State‑wide lockdown and further restrictions commencing 20 July 2021 up to 10 August 2021; or
    • was scheduled to be held over a period of State-wide lockdown or restrictions commencing 12:01 am on 20 July 2021 up to 11:59 pm 10 August 2021 and has been cancelled/postponed as a result of the restrictions.
  • The event was a one-off event with an SA Health approved COVID Management Plan or COVID-Safe Plan catering for an event of over 1,000 combined capacity in one or across multiple locations.
    • Entities with an ongoing COVID-19 Management/Safe Plan for regularly scheduled events (regular sporting events for example) are not eligible.
    • Where an event was scheduled to be held under an approved COVID-Safe Plan over multiple days, the applicant must provide evidence that combined attendance over the entire period was expected to exceed 1,000.
    • Where an event was scheduled to be held at multiple venues, with an expected combined attendance of over 1,000, the applicant must provide an approved COVID Management Plan or COVID-Safe Plan for each venue.
    • Where an event is part of an ‘umbrella festival’ or similar, the individual event that sits under an ‘umbrella festival’ must have an approved COVID Management Plan or COVID-Safe Plan and provide evidence that the individual event had an expected attendance of over 1000 to be eligible.
  • Have incurred a non-recoverable financial loss^ as a result of the cancellation or postponement of the event.
  • Trading solvently.
  • Does not engage in illegal activity.

Events with an expected attendance of more than 10,000

Eligibility: Events must meet the above-mentioned criteria and also satisfy the below conditions:

  • The operator of the event must provide evidence that expected combined attendance over the period of the one-off event was over 10,000 (e.g. ticket sales information).
  • The operator of the event must provide detailed evidence of a non-recoverable financial loss as a result of cancellation or postponement of the event.

Ineligible businesses or events 

Below are businesses or events that are not eligible for funding:

  • Entities with an ongoing COVID-19 Management / Safe Plan for regularly scheduled events or activities.
  • Suppliers of major events.
  • Individual events are held by different organisers under an “umbrella festival” or similar, where that event does not have an individual COVID Management Plan or COVID-Safe Plan and an expected attendance of more than 1000.
  • Government entities and educational institutions.
